Summary: AN ACT relating to special districts; authorizing the creation of early childhood development special districts; providing for the formation, functions and powers of early childhood development special districts; authorizing the imposition of assessments; making conforming amendments; providing definitions; and providing for an effective date.

Why It Matters: This bill would encourage a community (county commissioners or petitioners) to create a special district for Early Childhood Education. We currently have childcare deserts throughout the state, rendering it impossible or fiscally unreasonable for women to return to work. This bill would help local communities examine their needs, create a plan for services, and could provide funding for early childhood education.
